The sustainable and consistent policy advocacy and strategic institutional reforms and transformation in the overall management and administration of Election Management Bodies(EMBs) at the national and grassroots level of democratization and governance ,remains the pivot of securing professionalism and accountability from Election Management Bodies(EMBs) across the Nations of West African Sub-region in our collective efforts to consolidating and sustaining the democracies of the Sub-region . WANEO strongly believes that, in order to sustainably consolidate professionalism and accountability in the overall management and administration of public elections by Election Management Bodies(EMBs) across the Sub-region, it is imperative and prudently essential that, robust ,resilient ,strategic and effective policies , stringent operational modalities and guidelines are adequately enacted and enforced in all sectors and departments of the Election Management Bodies(EMBs) , coupled with the complementary oversight responsibilities of Civil Society and Political Actors and other key Political Stakeholders in the management and administration of public elections in the 15 ECOWAS Member States.
Ensuring and demanding professionalism and accountability from officials and staff of Election Management Bodies (EMBs) requires the active and popular participation of the citizenry and civil society including all political actors in election management to help guarantee transparent and credible elections across the West African Sub-region. WANEO further proposes for the continuous transformative reforms in election policy planning and election policy legislations in accordance with the provisions of the African Union Charter on Democracy ,Election and Governance, the ECOWAS Protocol on Democracy and Good Governance and the National Constitutional Frameworks of the West African Countries towards enacting innovative ,robust ,resilient and inclusive institutional policy planning , policy legislations and policy guidelines that, encourages and obliges Election Management Institutions and Establishment to involve all legally recognized Civil Society Actors in the management of public elections across the Sub-region in our collective efforts to help ensure and demand serious accountability and professionalism from officials and staff of the EMBs in all the West African Nations. In accordance with Article 12(3) of the African Union Charter on Democracy ,Elections and Governance , the continental policy instrument which imposes national and local responsibility and obligation on all West African Nations who are State Parties responsible for implementing regional and sub-regional protocols and policy instruments across West Africa , to take the initiative of creating conducive conditions for all Civil Society Organizations to thrive and operate within the laws of the West African Countries in ensuring that, Civil Society plays its oversight complementary role in promoting democracy and good governance by ensuring transparent and accountable administration and further strengthening political institutions to entrench the culture of democracy and peace within the framework of international human rights laws and instruments in the Sub-region . WANEO is therefore committed to the cause of promoting and strengthening civil society space within the West African Sub-region towards ensuring proper accountability and professionalism in the overall management and administration of public elections across the Sub-region.
